Most probably there is a conflict with another plugin which is causing that issue. But please provide us your WP credentials so we can take a closer look at your admin area and provide you better feedback.
I think is ok now ,and maybe it was something else effecting that day .
I am trying to set the footer as it looks in the screenshot , but it seems impossible to find where i can do that . Normally that is happening in the widgets footer #1, #2, #3 . The footers there are empty now and if i change something it doesnt effect the page
Also please if you can suggest a plugin to install so the theme will have some functions for people with special needs.

Everything is perfect except the visual composer as it is reacting a bit strage .
I cannot re arrange the tables - rows , i try to move and change the order and its does nothing . Most of the time it dragging raws is not possible
Is it something i can do ?

There are two available options to setup the footer. See Bakery -> Footer -> Footer Type:
Unfortunately, we do not have an accessibility plugin suggestion for you.
